The Joey powerpack fits into a special pocket built into the Timbuk2 bags. What makes the Joey special is its computer circuitry. The battery senses what kind of electronics are attached and charges them at the optimal rate, the company says.

The battery is comparatively slim at 4.5-x by 2.8- by .6 inches, and lightweight at 5.5 ounces, In a test it recharged a completely discharged Motorola Droid RAZR Maxx, and a nearly discharged Samsung Galaxy Note II to 25 percent power before it ran out of juice. It stayed cool while charging the devices as well as when it was being charged.

It also has a “pass-through” capability, which means you can plug it in to charge with a device attached to it, and the battery brain will see that the device charges as fast as possible, and excess power simultaneously charges the Joey.

Israelis Kill Hamas Military Commander in Gaza

Palestinians extinguished a fire after an Israeli airstrike on a car carrying Ahmed al-Jabari, who ran Hamas's military wing, on Wednesday in Gaza City.







GAZA — An Israeli airstrike blew up a car carrying the commander of the Hamas military wing in Gaza on Wednesday, making him the most senior official of the group to be killed by the Israelis since their invasion of Gaza four years ago.




The death of the commander, Ahmed al-Jabari, who was on Israel’s most-wanted list of Palestinian militants, was confirmed by Hamas and Israeli officials. The Israeli military said it had ordered the airstrike in response to days of rocket fire launched from Gaza into Israeli territory.


Hamas and medical officials in Gaza said Mr. Jabari and a companion were in his car in Gaza City when the airstrike took place. Israeli news media said the companion was Mr. Jabari’s son, but there was no immediate confirmation.


Mr. Jabari’s death raised the prospect of further escalation in the renewed hostility between Israel and Hamas, the militant organization regarded by Israel as a terrorist group sworn to Israel’s destruction.


The Israel Defense Forces said in a statement that Mr. Jabari had been targeted because he “served in the upper echelon of the Hamas command and was directly responsible for executing terror attacks against the state of Israel in the past number of years.”


The statement said the purpose of the attack was to “severely impair the command and control chain of the Hamas leadership as well as its terrorist infrastructure.”


The statement did not specify how the Israelis knew Mr. Jabari was in the car but said the operation had been “implemented on the basis of concrete intelligence and using advanced capabilities.”


Hamas has controlled Gaza since 2007, a year after the Israelis withdrew from the territory captured in the 1967 Arab-Israeli war. But Israeli forces went back into Gaza in the winter of 2008-09 in response to what they called a terrorist campaign by Palestinian militants there to launch rockets into Israel. The three-week military campaign left hundreds of Palestinians dead.


Shin Bet, the Israeli security agency, considered Mr. Jabari responsible for what it called “all anti-Israeli terror activity” emanating from Gaza. Israel had made at least one previous attempt to kill him.


He was also known for personally escorting Gilad Shalit, an Israeli soldier held captive in Gaza, to Egyptian intermediaries last year as part of a prisoner exchange for Palestinians held in Israeli jails. Video of the handoff to Egypt showed Mr. Jabari standing near Mr. Shalit.

Square Feet: A Wounded Wall Street Is Expected to Stay Put

More than two weeks after Hurricane Sandy came ashore in Manhattan, sending an 11-foot surge of seawater over much of the southern tip of the island, the financial district is still in tatters.




Dozens of office buildings that were flooded by the storm still lack power and are off-limits to tenants, and many streets are a chaotic mess of generators, work crews and pumps.


Still trying to gauge the extent of the damage, many landlords have been vague about when their buildings will reopen. And some tenants, who have been uprooted to tiny conference rooms in New Jersey or industrial spaces in Brooklyn, are weighing whether to come back to the neighborhood at all.


But despite the uncertainty and destruction, many analysts don’t expect the bulk of tenants to pack up and leave for good, nor do they think that future tenants will rule out the neighborhood over fears they might get flooded.


“I don’t think it will become an overriding factor in the location decision,” said John Wheeler, the head downtown broker for Jones Lang LaSalle, echoing other top brokers. “I guess time will tell if I’m being too sanguine about this.”Brokers add that the neighborhood remains a compelling place to locate a business. Even with some train lines hampered by storm damage, it is still amply served by mass transit, with more than a dozen subway lines and ferry service. The new apartments and condos built in recent years, along with new boutiques and restaurants, also mean that many people can now live a few blocks from their office.


Besides, rents are notably competitive with other business districts in Manhattan, at about $40 a square foot in the financial district, compared with $65 in midtown, according to Cassidy Turley, the brokerage, though the downtown figure is expected to climb when the two new World Trade Center buildings come online.


Complicating the prognosis about the neighborhood’s long-term health is the fact that getting an exact handle on the extent of damage has been tricky. Many major landlords have been reluctant to respond to even basic questions about the status of their buildings. And many brokers have refused to discuss individual properties.


And while the city’s Buildings Department declared early last week that nine downtown buildings were completely off-limits, and another 445 were partially habitable, it did not differentiate between commercial and residential structures.


Jones Lang LaSalle has been one of the few brokerages to tackle the issue. It concluded that a hefty 20 percent of all the major office buildings below Canal Street are closed, or 37 out of 183, according to data compiled as of Monday. And those shuttered buildings, most of which are east of Broadway, represent 29.2 million square feet of space, the data shows.


Anecdotal evidence, too, suggests the damage has been severe. Late last week, the Water Street corridor, which runs along the East River, appeared alarmingly hard-hit.


Men in white hazmat outfits pushed garbage bins on streets, which rumbled with the sounds of generators. Several traffic lights were still dark. Clumps of yellow hoses snaked up escalators and through lobbies. And security guards, protecting against looters, were more numerous than people wearing suits.


Among the buildings confirmed closed were: 99 Wall Street, 199 Water Street, One Wall Street Plaza and 180 Maiden Lane. Others that appear to be closed include 55 Water Street, 85 Broad Street, 7 Hanover Square and 10 Hanover Square, among others. Four New York Plaza, where The Daily News is based, could be closed for a year, though One New York Plaza, whose basement shopping center took on 30 feet of water, should reopen in two weeks, according to a spokeswoman for the building’s landlord, Brookfield Office Properties.


Going forward, some tenants are concerned that floods will become a regular occurrence; after all, just 15 months ago, the city was soaked by Tropical Storm Irene. These tenants say their fears were confirmed by comments that Gov. Andrew M. Cuomo made after Hurricane Sandy about how destructive weather events are likely to recur.


“He was like, ‘If you don’t believe in global warming, wake up and see what’s happening here,’ and he was right,” said Andrea Katz, a development director for WBAI, the public radio station, which has a 10,000-square-foot space at 120 Wall Street. The lower floors of the Art Deco building, which is at South Street and owned by Silverstein Properties, were flooded by Hurricane Sandy.

Bits Blog: After Overhaul, Windows Chief Leaving Microsoft

SEATTLE — Microsoft has unexpectedly parted ways with Steven Sinofsky, the leader of one of its most lucrative businesses and an executive often mentioned as a possible successor to the current chief executive.

In a surprise announcement late Monday, Microsoft said that Mr. Sinofsky, the president of its Windows division, would leave the company immediately after a 23-year career there. His departure was a mutual decision by Mr. Sinofsky and Steven A. Ballmer, Microsoft’s chief executive, according to a person briefed on the situation who was not authorized to speak on the matter.

Just weeks earlier, Microsoft released Windows 8, the company’s biggest overhaul to its flagship software product in years. The departure raises questions about how Microsoft, one of the giants in the technology business, will prepare itself for a new generation of leadership.

In an e-mail sent to all employees Monday evening, Mr. Ballmer said that Mr. Sinofsky’s decision to leave Microsoft comes at the start of a “new era” for the company, with the release of a wave of new products like Windows 8.

“I am grateful for the work that Steven has delivered in his time at our company,” Mr. Ballmer said in the e-mail. Frank Shaw, a Microsoft spokesman, said Mr. Sinofsky was not available for an interview.

In a statement announcing his departure, Mr. Sinofsky, 47, said, “I am humbled by the professionalism and generosity of everyone I have had the good fortune to work with at this awesome company.”

Mr. Sinofsky was viewed as one of the most competent managers within Microsoft, and he earned high marks for helping to improve the quality of its software after the company released Windows Vista, a widely criticized version of the operating system. A former technical assistant to Bill Gates, Microsoft’s co-founder, he was known to be a big admirer of Apple’s attention to detail in its products.

His name was often floated by people speculating about a possible successor to Mr. Ballmer, who has not announced any plans to retire from the company.

Mr. Sinofsky, however, was also said to be a polarizing figure who alienated many other members of Microsoft’s senior leadership team. For that reason, he was viewed by many insiders as an unlikely replacement for Mr. Ballmer, one whose elevation to the top job would have created waves of dissent within the company.

By his detractors, Mr. Sinofsky was seen as territorial and often unwilling to cooperate with other divisions.

In an internal review of his job performance last year, Mr. Sinofsky was faulted for failing to make sure that Microsoft lived up to a 2009 agreement with European regulators to offer users an easy way to install competitive Web browsers in Windows, according to a filing with securities regulators.

Mr. Sinofsky was also faulted for a 3 percent decline in the revenue of Microsoft’s Windows business, long one of its most profitable divisions and the foundation for its strength in the personal computing market. As a result, Mr. Sinofsky received 60 percent of the bonus he was eligible to receive last year.

Windows 8, the product Mr. Sinofsky most recently oversaw, has received mixed reviews so far. The new operating system has a drastically different look than previous versions, and Microsoft tailored the new Windows for use with tablets and other devices with touch-sensing screens.

Mr. Sinofsky also oversaw Microsoft’s decision to enter the computer hardware business with Surface, a tablet computer that has also earned mixed reviews.

Julie Larson-Green, another longtime Microsoft employee in its Windows division, will take over the leadership of all engineering responsibilities related to Windows. Tami Reller, the chief financial officer of the Windows division, will run business and marketing for the group.

Top U.S. Commander in Afghanistan Is Linked to Petraeus Scandal





PERTH, Australia — Gen. John R. Allen, the top American and NATO commander in Afghanistan, has become ensnared in the scandal over an extramarital affair acknowledged by David H. Petraeus, a former general. General Allen is being investigated for what a senior defense official said early Tuesday was “inappropriate communication” with Jill Kelley, a woman in Tampa, Fla., who was seen by Mr. Petraeus’s lover as a rival for his attentions.




In a statement released to reporters on his plane en route to Australia early Tuesday, Defense Secretary Leon E. Panetta said that the F.B.I. on Sunday had referred “a matter involving” General Allen to the Pentagon.


Mr. Panetta turned the matter over to the Pentagon’s inspector general to conduct an investigation into what a defense official said were 20,000 to 30,000 pages of documents, many of them e-mails between General Allen and Ms. Kelley, who is married and has children.


A senior law enforcement official in Washington said on Tuesday that F.B.I. investigators, looking into Ms. Kelley’s complaint about anonymous e-mails she had received,  examined all of her e-mails as a routine step.


“When you get involved in a cybercase like this, you have to look at everything,” the official said, suggesting that Ms. Kelley may not have considered that possibility when she filed the complaint. “The real question is why someone decided to open this can of worms.”


The official would not describe the content of the e-mails between General Allen and Ms. Kelley or say specifically why F.B.I. officials decided to pass them on to the Defense Department. “Generally, the nature of the e-mails warranted providing them to D.O.D.,” he said.


Under military law, adultery can be a crime.


The defense official on Mr. Panetta’s plane said that General Allen, who is also married, told Pentagon officials he had done nothing wrong. Neither he nor Ms. Kelley could be reached for comment early Tuesday. Mr. Panetta’s statement praised General Allen for his leadership in Afghanistan and said that “he is entitled to due process in this matter.”


But the Pentagon inspector general’s investigation opens up what could be a widening scandal into two of the most prominent generals of their generation: Mr. Petraeus, who was the top commander in Iraq and Afghanistan before he retired from the military and became director of the C.I.A., only to resign on Friday because of the affair, and General Allen, who also served in Iraq and now commands 68,000 American troops in Afghanistan.


Although General Allen will remain the commander in Afghanistan, Mr. Panetta said that he had asked President Obama to delay the general’s nomination to be the commander of American forces in Europe and the supreme allied commander of NATO, two positions he was to move into after what was expected to be easy confirmation by the Senate. Mr. Panetta said in his statement that Mr. Obama agreed with his request.


Gen. Joseph A. Dunford, the assistant commandant of the Marine Corps who was nominated last month by Mr. Obama to succeed General Allen in Afghanistan, will proceed as planned with his confirmation hearing. In his statement, Mr. Panetta urged the Senate to act promptly on his nomination.


The National Security Council spokesman, Tommy Vietor, said in a statement on Tuesday that Mr. Obama also believes that the Senate should swiftly confirm General Dunford.


The defense official said that the e-mails between Ms. Kelley and General Allen spanned the years 2010 to 2012. The official could not explain why there were so many pages of e-mails and did not specify their content. The official said he could not explain how the e-mails between Ms. Kelley and General Allen were related to the e-mails between Mr. Petraeus and his lover, Paula Broadwell, and e-mails between Ms. Broadwell and Ms. Kelley.


In what is known so far, Ms. Kelley went to the F.B.I. last summer after she was disturbed by harassing e-mails. The F.B.I. began an investigation and learned that the e-mails were from Ms. Broadwell. In the course of looking into Ms. Broadwell’s e-mails, the F.B.I. discovered e-mails between Ms. Broadwell and Mr. Petraeus that indicated that they were having an extramarital affair. Ms. Broadwell, officials say, saw Ms. Kelley as a rival for her affections with Mr. Petraeus.


The defense official said he did not know how General Allen and Ms. Kelley knew each other. General Allen has been in Afghanistan as the top American commander since July 2011, although before that he lived in Tampa as the deputy commander for Central Command, which oversees American military operations in the Middle East.


The defense official said that the Pentagon had received the 20,000 to 30,000 pages of documents from the F.B.I. and was currently reviewing them.


The defense official said that at 5 p.m. Washington time on Sunday, Mr. Panetta was informed by the Pentagon’s general counsel that the F.B.I. had the thousands of pages of e-mails between General Allen and Ms. Kelley. Mr. Panetta was at the time on his plane en route from San Francisco to Honolulu, his first stop on a weeklong trip to the Pacific and Asia. Mr. Panetta notified the White House and then the leaders of the Senate and House Armed Services Committees.


General Allen is now in Washington for what was to be his confirmation hearing as commander in Europe. That hearing, the official said, will now be delayed.


After arriving in Perth Mr. Panetta and Secretary of State Hillary Rodham Clinton met with Prime Minister Julia Gillard of Australia for a United States-Australian security and diplomatic conference. Asked by a reporter while pausing for photos with Mrs. Clinton and Ms. Gillard if General Allen could remain an effective commander while under investigation, Mr. Panetta said nothing.


Gen. Martin E. Dempsey, the chairman of the Joint Chiefs of Staff, was also in Perth for the defense meetings and had no comment on the investigation of General Allen. “I do know him well and I can’t say,” General Dempsey said of General Allen late on Tuesday after returning from an official dinner with the Australian officials, Mrs. Clinton and Mr. Panetta.

RICHMOND, Va. — Last summer, nearly half of India’s sweltering population suddenly found the electricity shut off. Air-conditioners whirred to a stop. Refrigerators ceased cooling. The culprits were outmoded power generation stations and a creaky electricity transmission grid.




But another problem stood out. India relies on coal for 55 percent of its electrical power and struggles to keep enough on hand.


Coal remains a critical component of the world’s energy supply, despite its bad image. In China, demand for coal in 2010 resulted in a traffic jam 120 kilometers, or 75 miles, long caused by more than 10,000 trucks carrying supplies from Inner Mongolia. India is increasing coal imports.


So is Europe, as it takes advantage of lower coal prices in the United States. Higher-priced natural gas on the Continent is creating demand for more coal imports from the United States, where coal is taking a drubbing from less costly natural gas.


Dirty, fickle and dangerous, coal may seem an odd contender in a world where promising renewable energy sources like solar, wind and hydroelectric power are attracting attention. Anathema to environmentalists because it creates so much pollution, coal still has the undeniable advantages of being widely available and easy to ship and burn.


The biggest attraction, however, is low cost. By many estimates, including that of Li Junfeng, longtime director general of the National Development and Reform Commission of China, burning coal still costs about one-third as much as using renewable energy like wind or solar.


Coal is not subject to the vagaries of windless or sunless days and can easily meet base-load demands of electricity consumers without interruption. So can nuclear power, but the nuclear industry is still reeling from the March 2011 disaster at the Fukushima Daiichi power plant in Japan. Countries like Germany have turned away from nuclear reactors.


Global demand for coal is expected to grow from 7.9 billion tons this year to 8.9 billion tons by 2016, with the bulk of new demand — about 700 million tons — coming from China, according to a Peabody Energy study. China is expected to add 240 gigawatts, the equivalent of adding about 160 new coal-fired plants to the 620 operating now, within four years. During that period, India will add another 70 gigawatts, via more than 46 plants.


“If you poke your head outside of the U.S., coal-fired plants are being built left and right,” said William Burns, an energy analyst with Johnson Rice in New Orleans. “Coal is still the cheapest fuel source.”


Besides strong demand for thermal coal, which is burned in power plants, use of metallurgical coal or coking coal, used in blast furnaces, is also expected to more than double in China, to about 1.7 billion metric tons by 2016, as the country’s steel mills churn out more steel for automobiles, skyscrapers, and export goods, the Peabody study says.


Coking coal will be increasingly in demand in other steel centers like Brazil and India, pushing coal companies to scrounge for new reserves in places like Botswana, Mongolia and Mozambique.


In all, coal use is expected to increase 50 percent by 2035, said Milton Catelin, executive director of the London-based World Coal Association


“Last year, coal represented 30 percent of world energy and that’s the highest share it has had since 1969,” he said.


Within a year or two, coal will surpass oil as the planet’s primary fuel, Mr. Catelin predicted.


For now, coal seems to be sidestepping a major potential impediment to its use. International accords restricting greenhouse gas emissions to prevent climate change so far have been ineffective.


China plans to put carbon-emission reducing equipment on new plants. But China and other big coal producers still have a long way to go in matters like mine safety. On average, about 2,500 Chinese coal miners die in accidents every year.


On Aug. 29, for instance, a blast at the Xiaojiawan mine in Sichuan province killed more than 40 miners. Officials blamed lax safety and overcrowding in the shafts.


Industry officials insist that as large Chinese coal companies like the Shenhua Group buy out smaller mines, and new technologies develop that can detect dangerous methane gas and automatically shut down mines, safety will improve.


Nowhere are the controversies surrounding coal more pronounced than in the United States. Coal became an important issue in the 2012 U.S. presidential campaign, with the Republican nominee, Mitt Romney, accusing President Barack Obama of being anti-coal.


The American coal industry says Mr. Obama is waging a “war on coal” in response to his proposed regulation of air pollution and surface mining in mountain areas.

Slipstream: Biometric Data-Gathering Sets Off a Privacy Debate





“PLEASE put your hand on the scanner,” a receptionist at a doctor’s office at New York University Langone Medical Center said to me recently, pointing to a small plastic device on the counter between us. “I need to take a palm scan for your file.”




I balked.


As a reporter who has been covering the growing business of data collection, I know the potential drawbacks — like customer profiling — of giving out my personal details. But the idea of submitting to an infrared scan at a medical center that would take a copy of the unique vein patterns in my palm seemed fraught.


The receptionist said it was for my own good. The medical center, she said, had recently instituted a biometric patient identification system to protect against identity theft.


I reluctantly stuck my hand on the machine. If I demurred, I thought, perhaps I’d be denied medical care.


Next, the receptionist said she needed to take my photo. After the palm scan, that seemed like data-collection overkill. Then an office manager appeared and explained that the scans and pictures were optional. Alas, my palm was already in the system.


No longer the province of security services and science-fiction films, biometric technology is on the march. Facebook uses facial-recognition software so its members can automatically put name tags on friends when they upload their photos. Apple uses voice recognition to power Siri. Some theme parks take digital fingerprints to help recognize season pass holders. Now some hospitals and school districts are using palm vein pattern recognition to identify and efficiently manage their patients or students — in effect, turning your palm into an E-ZPass.


But consumer advocates say that enterprises are increasingly employing biometric data to improve convenience — and that members of the public are paying for that convenience with their privacy.


Fingerprints, facial dimensions and vein patterns are unique, consumer advocates say, and should be treated as carefully as genetic samples. So collecting such information for expediency, they say, could increase the risks of serious identity theft. Yet companies and institutions that compile such data often fail to adequately explain the risks to consumers, they say.


“Let’s say someone makes a fake ID and goes in and has their photo and their palm print taken as you. What are you going to do when you go in?” said Pam Dixon, the executive director of the World Privacy Forum, an advocacy group in San Diego. “Hospitals that are doing this are leaping over profound security issues that they are actually introducing into their systems.”


THE N.Y.U. medical center started researching biometric systems a few years ago in an effort to address several problems, said Kathryn McClellan, its vice president who is in charge of implementing its new electronic health records system. More than a million people in the New York area have the same or similar names, she said, creating a risk that medical personnel might pull up the wrong health record for a patient. Another issue, she said, was that some patients had multiple records from being treated at different affiliates; N.Y.U. wanted an efficient way to consolidate them.


Last year, the medical center adopted photography and palm-scan technology so that each patient would have two unique identifying features. Now, Ms. McClellan said, each arriving patient has his or her palm scanned, allowing the system to automatically pull up the correct file.


“It’s a patient safety initiative,” Ms. McClellan said. “We felt like the value to the patient was huge.”


N.Y.U.’s system, called PatientSecure and marketed by HT Systems of Tampa, has already scanned more than 250,000 patients. In the United States, over five million patients have had the scans, said Charles Yanak, a spokesman for Fujitsu Frontech North America, a division of Fujitsu, the Japanese company that developed the vein palm identification technology.


Yet, unless patients at N.Y.U. seem uncomfortable with the process, Ms. McClellan said, medical registration staff members don’t inform them that they can opt out of photos and scans.


“We don’t have formal consent,” Ms. McClellan said in a phone interview last Tuesday.


That raises red flags for privacy advocates. “If they are not informing patients it is optional,” said Joel Reidenberg, a professor at Fordham University Law School with an expertise in data privacy, “then effectively it is coerced consent.”


He noted that N.Y.U. medical center has had recent incidents in which computers or USB drives containing unencrypted patient data have been lost or stolen, suggesting that the center’s collection of biometric data might increase patients’ risk of identity theft.


Ms. McClellan responded that there was little chance of identity theft because the palm scan system turned the vein measurements into encrypted strings of binary numbers and stored them on an N.Y.U. server that is separate from the one with patients’ health records. Even if there were a breach, she added, the data would be useless to hackers because a unique key is needed to decode the number strings. As for patients’ photos, she said, they are attached to their medical records.


Still, Arthur Caplan, the director of the division of medical ethics at the N.Y.U. center, recommended that hospitals do a better job of explaining biometric ID systems to patients. He himself recently had an appointment at the N.Y.U. center, he recounted, and didn’t learn that the palm scan was optional until he hesitated and asked questions.


“It gave me pause,” Dr. Caplan said. “It would be useful to put up a sign saying ‘We are going to take biometric information which will help us track you through the system. If you don’t want to do this, please see’ ” an office manager.


Other institutions that use PatientSecure, however, have instituted opt-in programs for patients.


At the Duke University Health System, patients receive brochures explaining their options, said Eliana Owens, the health system’s director of patient revenue. The center also trains staff members at registration desks to read patients a script about the opt-in process for the palm scans, she said. (Duke does not take patients’ photos.)


“They say: ‘The enrollment is optional. If you choose not to participate, we will continue to ask you for your photo ID on subsequent visits,’ ” Ms. Owens said.


Consent or not, some leading identity experts see little value in palm scans for patients right now. If medical centers are going to use patients’ biometric data for their own institutional convenience, they argue, the centers should also enhance patient privacy — by, say, permitting lower-echelon medical personnel to look at a person’s medical record only if that patient is present and approves access by having a palm scanned.


Otherwise, “you are enabling another level of danger,” said Joseph Atick, a pioneer in biometric identity systems who consults for governments, “instead of using the technology to enable another level of privacy.”


At my request, N.Y.U. medical center has deleted my palm print.

“PLEASE put your hand on the scanner,” a receptionist at a doctor’s office at New York University Langone Medical Center said to me recently, pointing to a small plastic device on the counter between us. “I need to take a palm scan for your file.”




I balked.


As a reporter who has been covering the growing business of data collection, I know the potential drawbacks — like customer profiling — of giving out my personal details. But the idea of submitting to an infrared scan at a medical center that would take a copy of the unique vein patterns in my palm seemed fraught.


The receptionist said it was for my own good. The medical center, she said, had recently instituted a biometric patient identification system to protect against identity theft.


I reluctantly stuck my hand on the machine. If I demurred, I thought, perhaps I’d be denied medical care.


Next, the receptionist said she needed to take my photo. After the palm scan, that seemed like data-collection overkill. Then an office manager appeared and explained that the scans and pictures were optional. Alas, my palm was already in the system.


No longer the province of security services and science-fiction films, biometric technology is on the march. Facebook uses facial-recognition software so its members can automatically put name tags on friends when they upload their photos. Apple uses voice recognition to power Siri. Some theme parks take digital fingerprints to help recognize season pass holders. Now some hospitals and school districts are using palm vein pattern recognition to identify and efficiently manage their patients or students — in effect, turning your palm into an E-ZPass.


But consumer advocates say that enterprises are increasingly employing biometric data to improve convenience — and that members of the public are paying for that convenience with their privacy.


Fingerprints, facial dimensions and vein patterns are unique, consumer advocates say, and should be treated as carefully as genetic samples. So collecting such information for expediency, they say, could increase the risks of serious identity theft. Yet companies and institutions that compile such data often fail to adequately explain the risks to consumers, they say.


“Let’s say someone makes a fake ID and goes in and has their photo and their palm print taken as you. What are you going to do when you go in?” said Pam Dixon, the executive director of the World Privacy Forum, an advocacy group in San Diego. “Hospitals that are doing this are leaping over profound security issues that they are actually introducing into their systems.”
